"dotnet build –runtime blahblah" no longer supported, how do you build a solution for Linux?

How is one supposed to build a solution of .NET core/standard projects for a Linux runtime environment? I'm trying to build a Blazor WASM solution, and an ASP.NET WebAPI solution, for use in some Linux servers I have built, but apparently they turned off "dotnet build --runtime".

Other Stack Overflow answers point to using dotnet build, as well, which is apparently no longer allowed:

What is the proper way to do this now, especially if you have projects with dependencies on each other in the solution?
