How is SIP signaling sent to an SBC? Is it addressed to the SBC or intercepted as a firewall would?

How does an SBC get SIP signaling? Does the network operator configure DNS records so that queries for its SIP server from outside the network receive the IP address of the SBC? Or does the SBC also act as an IP router, so it naturally intercepts traffic? Or maybe a router/firewall directs SIP traffic to the SBC?
