Organization part of another organization

I have quick question. I have two organizations. They overlap. I was thinking about trying to make one organization a member of the other. Is that possible??

Why you ask?? I need to give permission for OrganizationA to create/delete repos for User1. We have some actions that will do this as part of an R script. I was thinking of making User1 an organization, then giving OrganizationA read/write permission for it.

I hope that all makes sense. I'm sure there's a simpler way to do it, but this is where I am atm.
